WASHINGTON — General Motors is recalling 20,224 2009-'10 Cadillac CTS all-wheel-drive vehicles and CTS-V vehicles to replace the glove compartment assembly, according to the National Highway Traffic Safety Administration (NHTSA).
The vehicles fail to comply with a federal motor vehicle safety standard, said the NHTSA in its recalls summary of the problem. "In the event of a crash, the front passenger may be at an increased risk of leg injury," it said.
In other documentation filed with the federal government and sent to Cadillac dealers, GM further explained the problem.
"In the event of a frontal vehicle crash, if a 5th percentile female is in the front passenger seat and is not wearing a safety belt, and the seat is adjusted full forward, the risk of injury to the thigh bone (femur) is higher than permitted under federal law," said GM's customer car and after-sales department. "In a crash test conducted by the NHTSA, the passenger dummy's knee hit the glovebox door, resulting in a femur load 3 percent more severe than allowed by the safety standard."
The recall is expected to begin on October 20. Owners can contact Cadillac at (866) 982-2339.
The NHTSA, which came under fire earlier this year by the U.S. Congress in the wake of the Toyota recalls, has ramped up its policing of automakers in regards to violations of federal motor vehicle safety standards.

Riding in a CTS-V with my parents driving -> seatbelt on and checked
Riding in a CTS-V with anyone else driving -> seatbelt on, checked, ensure no airbag off light and holding the oh-sh1t handle

The hairy chested guy driving is going to drive like a maniac. We still think we impress women with powerslides regardless of what women say. Who doesn't buckle up for this???
Come on, get in my M car, AMG Merc or RS anything - probably should buckle up.
I think a lack of seatbelt in this situation should result in the appropriate natural selection process.

Yet another of what is a seemingly endless string of recalls. I quite caring about the recalls shortly after the Toyota debacle because at that point it quickly became clear that the NHTSA had a political agenda to use recalls as a means to prove their effectiveness.
5th percentile women with their seat moved completely forward as far as it will go and who are not wearing their seat belt will have 3% greater force on their legs than the safety standard. Full recall! *yawn*
